Willis Jennings was a Solarian citizen and an officer of the Solarian League Navy's Battle Fleet.
Around 1920 PD, he served as Fleet Admiral Winston Kingsford's chief of staff. (HH12)
In 1923 PD, Jennings was tasked by Kingsford to conduct a post-war review of the SLN policy. He came to the conclusions that the SLN would need to abolish Battle Fleet, transfer its responsibilities to Frontier Fleet to create a single, unified League navy, scrap all current Solarian ships of the wall, battlecruisers, and heavy cruisers, and reduce the SLN's existing base support facilities to sufficient strength to support a SLN were the largest unit was a battlecruiser or Solarian version of the Grand Alliance's LAC carriers.
