Vincent Capra was a Manticoran citizen and an officer of the Royal Manticoran Navy.
In 1904 PD, he held the rank of Commodore and served as Vice Admiral Yancey Parks' chief of staff in Task Force Hancock. He thought highly of Captain Honor Harrington. He had met Reginald Houseman and felt he deserved what happened at Yeltsin's Star System.
After the First Battle of Hancock, he headed the board of inquiry which recommended the specifications for the court-martial of Lord Pavel Young. (HH4)
