Tomkins was a Havenite citizen and an officer of the Office of State Security.
In the early 1900s PD, he held the rank of General and an administrative position at the StateSec General Headquarters. While in that position, he appointed Major General Prestwick Thornegrave to command of the Shilo Sector and served as his superior. (HH8)
