She was originally operated by the State Security Naval Forces. Later she was operated by the People's Navy in Exile under the name PNES Cerberus.
In 1921 PD, she was taken into service by the RTN and renamed Toussaint. (CS2)
In 1923 PD, Ensign William Howe discovered an unusual executable file in her communications system that led to the discovery of additional files in other ship's systems planted by Manpower Incorporated as an insurance policy to remove the PNE as witnesses following the Second Battle of Congo. (CS4)
