Sugase was a Mesan citizen and an enlisted trooper in the Mesan Internal Security Directorate.
In 1922 PD, Sugase was assigned to 2nd Section, 2nd Platoon, 17th Regiment under Brad Kempthorne. Sugase and four of her fellow troopers were killed by improvised thermobaric explosions detonated by Mesan seccy Nine-Finger Jake when the MISD launched a siege on the Neue Rostock and Hancock seccy districts in Mendel in the aftermath of alleged Audubon Ballroom attacks.
