Riley was a Manticoran citizen and a petty officer of the Royal Manticoran Navy.
Around 1912 PD, he served aboard the Q-ship HMAMC Wayfarer, assigned as chief of the watch for Damage Control Central.
He was promoted to Senior Chief and moved to chief of the watch for Impeller One, third shift, in the shuffle in which Ginger Lewis was promoted to Senior Chief and chief of the watch in Damage Control Central. In the same shuffle, Bruce Maxwell was also promoted to Senior Chief Petty Officeer and made Impeller One chief of the watch on first shift.
