The Manticoran-Havenite Federal Association was a proposed federated association between the Star Empire of Manticore and Republic of Haven.
Conceived by Empress and Queen Elizabeth III and President Eloise Pritchart as early as 1923 PD, the Association would increase political, economic, and military ties between the former adversaries to the point that a constitutional amendment on each side's constitution would see citizens of either nation receive reciprocal citizenship in the other with where they voted and where they paid taxes dependent on which star nation they resided. Furthermore, Havenite merchants, corporations, and individuals would receive the same Junction rates as Manticorans.
Meanwhile increased military ties would entail coordination and permanent joint research and development between the Royal Manticoran Navy and the Republic of Haven Navy. It was hoped that such coordination and joint research and development would lead to the cross-fertilization of each nation's research establishment and create a clear commonality of weapons and strategic and tactical doctrine between the two navies.
In addition, the Association would see permanently integrated Manticoran and Havenite formations in areas of clear vital mutual interest to both star nations and alteration of each navy's academic curriculum so Manticoran midshipmen and Havenite officer cadets would each spend one full year in the other navy's academy.
While it chose to remain politically independent, the Protectorate of Grayson was initially approached to be part of the Association. Protector Benjamin IX did feel that Grayson would benefit from closer economic and military ties with the new proposed Association however. (HH14)
