Jurgens was a Havenite citizen and an officer of the State Security Ground Forces.
Holding the rank of Colonel, he was one of the officers in the force defending the People's Tower during Esther McQueen's coup attempt. He advised Oscar Saint-Just to use their own forces with care while keeping up the pressure on McQueen. (HHA3.2: N)
