Howard Shelton was a Seraphimian citizen and an officer of the Seraphim System Army.
In 1922 PD, he held the rank of General and the position of Chief of Staff of the SSA.
In that year, he led one of three factions that sought to fill the power vacuum created by the death of President Jacqueline McCready in the destruction of Seraphim One. (SI4)
