Lord Hightower, Baron Hightower, was a noble-born citizen of the Star Kingdom of Manticore.
Prior to Dame Estelle Matsuko, Hightower was the Resident Commissioner for Planetary Affairs on the planet Medusa. He believed that the native Medusan culture was inevitably doomed by the high technology presence of Manticore and the other nations, a belief shared by Matsuko. (HH1)
