Harland Wingate was a Manticoran citizen and an officer of the Royal Manticoran Navy.
Holding the rank of Lieutenant, he served as chief engineering officer (and tow master) of the yard tug HMS Quay, assigned to the space station HMSS Vulcan. (HH12)
