Garlan Thwaites was a Manticoran citizen and an officer in the Royal Manticoran Navy.
In February 1924 PD, he held the rank of Rear Admiral and was assigned to command the RMN's Survey Command.
In that month, he attended a meeting with Fleet Admiral Honor Alexander-Harrington and Captain (SG) Andrea Jaruwalski at Admiralty House to receive a briefing on a planned mission to locate the star system that held the suspected base of operations of the Mesan Alignment[1]. (CS4)
