Francine Venelli was a Solarian citizen and an officer of the Solarian League Navy.
In 1922 PD, she held the rank of Captain and was assigned to command the battlecruiser SLNS Hoplite, assigned to the Loomis System. (SI3)
When she arrived, she was shocked to receive as request from the local government to subdue the Loomis Liberation League's uprising from orbit via the use of kinetic energy weapons. She protested the decision, but eventually carried out the strikes, killing over 3.3 million Loomis citizens. (SI4)
