The Fifth Space Lord was a member of the Lords of Admiralty that controlled the Royal Manticoran Navy. The Fifth Space Lord was responsible for the Bureau of Personnel (BuPers for short). BuPers handled recruitment, training, and personnel assignments for the Navy.
