Craig Culbertson was a Manticoran citizen and an officer of the Royal Manticoran Navy.
In 1921 PD, he held the rank of Rear Admiral and served as the commanding officer of both CLAC Squadron 11 and the LAC carrier task group assigned to Tenth Fleet. When Admiral Gold Peak prepared to move against the Madras Sector, she left Culbertson in charge of his CLAC force and the other units staying behind. (SI3,SI4)
