The Citizens' Union was a post-invasion government of seccies and former genetic slaves on the planet Mesa organized by General Thandi Palane of the Kingdom of Torch.
Established following the invasion of Mesa, the Citizens' Union coordinated closely with the occupying Grand Alliance. (HH14)
