Cheviot was a Manticoran citizen and an officer of the Royal Manticoran Navy.
Holding the rank of Vice Admiral in 1905 PD, he was an administrator at the RMN fleet shipyards aboard the space station HMSS Hephaestus. It took Captain Honor Harrington some effort to convince him to sign off on a replacement for HMS Nike's number six graser mount, which had been heavily damaged in the First Battle of Hancock, but was at first deemed repairable by Cheviot's engineers.
