Charles-Henri DeRosier was a Havenite citizen and Dolist Manager.
He controlled the combined votes of several Dolist residences, including Morocco Tower, making him a powerful figure in Nouveau Paris politics. His policies included charging residents for services that were supposed to be free.
When he met with Senator Carmouche at the Lisbon bar in Morocco Tower, he and the senator where assassinated by two agents of the April Tribunal. (RE)
