Celia Belokas was a Manticoran citizen and an officer of the Royal Manticoran Navy.
In 1543 PD, she held the rank of Commander and served as executive officer of the light cruiser HMS Casey. She gave Lieutenant Travis Long a tour of the vessel when he first came aboard, and later participated in the battle against the Volsung Mercenaries. (HHA6.2: ACTA,MA2)
