Carmouche was a Havenite citizen and politician.
He served the Legislaturalist regime as Secretary of Security before stepping down and becoming Secretary of War instead. A few months later, however, he was assassinated by April Tribunal operatives Eloise Pritchart and Kevin Usher in a bar in Morocco Tower. (RE)
