Brock Justinian was a Manticoran citizen and officer of the Royal Manticoran Navy.
In February 1924 PD, Justinian held the rank of Lieutenant Commander and was assigned to Grand Fleet as Flag Lieutenant to Fleet Admiral Honor Alexander-Harrington. (CS4)
