Bentley Howell was a Mesan citizen and security officer.
In 1922 PD, he served as commanding officer of the Mesan Internal Security Directorate. (CS3)
In 1923 PD, following the Grand Alliance conquest of the Mesa System, Howell went into hiding along with other members of the former Mesan security apparatus. (CS4)
