Arthur Talmadge was a Manticoran citizen and an officer of the Royal Manticoran Navy.
Holding the rank of Captain, he served as commanding officer of the heavy cruiser HMS Otter, and thus as Commodore Sean Magellan's flag captain during the RMN wormhole blockade operations of 1922 PD. (HH13)
