Arsène Bottereau was a Havenite citizen and a former officer of the State Security Naval Forces.

Before the Theisman Coup, he held the rank of Citizen Commander and was the commanding officer of the light cruiser PNES Jacinthe. With the death of Oscar Saint-Just and the fall of the Committee of Public Safety and the Office of State Security, he chose to turn to piracy in the area around the Republic of Erewhon.

In 1921 PD, in debt to Santeri Laukkonen and with piracy becoming more difficult, he signed on with the People's Navy in Exile for Operation Ferret and participated in the Second Battle of Congo. (CS2)
